Rule Statement

This rule covers Facilities Services and department owned equipment in OSU E&G (Education & General) funded buildings on the Corvallis campus. Buildings outside this area and special use buildings are excluded from this policy and are considered solely the responsibility of the assigned department or college.

Reason for Rule

The purpose of this rule is:

  1. To list the three types of E&G funded buildings.
  2. To define the typical systems and equipment found within E&G funded buildings and identify the responsible party for each – Facilities Services or the Department.

Definitions

Corvallis Campus

Building Types

  • The three E&G funded building types on the Corvallis campus are Administrative, Academic and Laboratory.
  • Special use buildings are not E&G funded and do not fall into these categories because they are designed exclusively for the intended use of the assigned department, college, or lessee to meet their specific needs. Special use buildings typically cannot be used for other purposes and cannot be easily converted into a normal space type for use by another department. Examples include but are not limited to greenhouses, barns, livestock facilities, specialized research buildings, athletic facilities, etc.

Systems and Equipment Types (Responsibility)

  • Exterior (Facilities Services) Examples: foundation, building frame, exterior finish, roof, gutters, down spouts, doors, windows, hardware and building signage.
  • Interior (Facilities Services) Examples: flooring, wall treatment, bathroom partitions, acoustic ceilings, doors, door hardware, fixed cabinetry, fume hoods, sinks, faucets, toilets, restroom accessories, drinking fountains, lighting, switches, receptacles and existing window coverings.
  • Building service systems (Facilities Services) Examples: building wide systems, such as wiring and electrical services, emergency power generators, elevators, central air-conditioning and ventilating system, heating system, plumbing, fire protection systems, building reverse osmosis deionized water system, building compressed air and vacuum systems and building automation systems. Stand-alone systems that do not serve the entire building or a significant part of it are considered department equipment.
  • Department equipment (Department) Examples include but are not limited to: dry erase boards, bulletin boards, moveable furniture, desks, tables, chairs or other furnishings, appliances, refrigeration machinery and equipment, environmental rooms, low temperature freezers, specialized cooling equipment, ice machines, spectrometers, centrifuges, ductless fume hoods, biosafety cabinets, autoclaves, cage washers, cold rooms, theatre lights and production equipment, stand-alone electronic locks, panic or intrusion alarms and uninterruptable power supplies.

Responsibilities & Procedures

No other agent is to perform building alterations, installations or repairs of any kind without written authorization from a representative of Facilities Services or Project Delivery. All work performed must follow OSU Design and Construction Standards  and be consistent with applicable codes and regulations.

Maintenance, Repair, and Replacement

  • Limited funding is available to Facilities Services for preventive maintenance, service, repair, and replacement of the systems listed in this rule. Services are limited by the funds allocated by the University for each fiscal year and are prioritized and addressed as funding allows.
  • Prioritization criteria include the following: life safety, student experience, ADA/accessibility, research, animal health/welfare, recruiting/retention, number of people affected, minimizing collateral damage, sustainability, return on investment, time criticality, and protecting the university’s brand & reputation.
  • Building interior finishes are typically only refurbished during large scale renovations or capital renewal projects.
  • Improvements or upgrades in assignable spaces (offices, conference rooms, departmental classrooms, breakrooms, labs, lounges, etc.) are the responsibility of the assigned department.
  • Improvements or upgrades in public common spaces (hallways, entries, restrooms, etc.) are generally the responsibility of Facilities Services and are prioritized and addressed as funding allows.
  • Funding is not allocated for self-support departments or auxiliaries. These departments will be billed for any services provided by Facilities Services.

General Purpose Classrooms

Facilities Services is considered the assigned department for general purpose classrooms throughout the University and is responsible for the maintenance and repair of furnishings in those classrooms. Improvements or upgrades to GP classrooms will be prioritized and addressed as funding allows.

Safety Requirements

If department equipment falls into a state of disrepair or other conditions deemed unsafe by Environmental Health and Safety (EH&S), and/or if the equipment fails to meet adopted code requirements such as the Uniform Building Code, National Electrical Code, and National Board of Fire Underwriters, the department, after reasonable notification, must take corrective action. If the department fails to do so, Facilities Services will take whatever corrective action is deemed appropriate, including removal. When unsafe conditions create an emergency situation, such as immediate fire or life safety risk, corrective action may be taken without notifying the department. Any costs incurred in the corrective action will be billed to the department.
