Section 005: Displaced Parking

A. POLICY
All parking spaces permanently removed from the OSU Corvallis campus parking inventory (displaced) must be replaced or accounted for through one of the following procedures listed below.
B. PROCEDURES
- A project displacing parking spaces is responsible for funding the construction of new parking spaces on the OSU Corvallis campus prior to final occupancy of a new building or project completion; or
- If it is determined that replacing displaced parking spaces with new spaces, as required, above, is infeasible or not beneficial, the project displacing parking spaces must either:
- Pay an in-lieu fee of not less than $20,523, per space displaced, also known as the Displaced Parking Value (DPV) to Transportation Services, or
- Construct sustainable transportation projects for the OSU Corvallis campus. Examples of sustainable transportation projects include but are not limited to, secure or covered bike parking, transit infrastructure, widened sidewalks, or other facilities identified in the OSU Transportation Plan or OSU Sustainable Transportation Strategy. Sustainable transportation projects must not exceed the DPV cost. Any remaining funds of the DPV above the actual cost of sustainable transportation projects will be transferred to the Transportation Services Reserve Fund. A project cannot count costs incurred to construct transportation infrastructure for the project required through other standards or codes, such as improvements required by the City of Corvallis, toward the DPV.
C. FUNDING SOURCE(S)
The project or party responsible for permanently displacing parking spaces will be responsible for the cost of the replacement spaces through procedures above. The DPV for a specific project is established at the time the project agreement is signed. Funds from in-lieu fees will be deposited to the Transportation Services Reserve Fund and earmarked for future transportation asset construction or renovation. This per space cost will be reviewed and revised annually for inflation or based on recent actual per space parking lot construction costs.
D. NEW ASSETS
New parking or secure bike parking facilities constructed as a result of this policy will be assets of Transportation Services regardless of the funding sources for the original construction. Transportation Services will be responsible for the management, maintenance, and depreciation expenses for assets assigned to the unit.
